  • #Step 1: Visit any of IBEDC customer care office

To apply a prepaid meters from IBEDC, visit any of IBEDC customer care office at your nearest Business Hubs.

  • #Step 2: Fill a MAP request form

You will be given a prepaid meter application form to fill and submit. This will begin the application process.

  • #Step 3: Make Payment

The cost of a single-phase IBEDC prepaid meter is N38,325, while a three-phase meter is N70,350 (cost is inclusive of VAT). Payment for prepaid meters must ONLY be made into a MAP dedicated bank account.

  • #Step 4: Prepaid Meter will be installed in 10 working days.

Customers who made upfront payments will get their prepaid meter installed at their residence in 10 working day.

Who are Meter Asset Providers (MAPs)?

These are companies licensed by the Nigerian Electricity Regulatory Commission (NERC) to procure and install meters for customers of Electricity Distribution Companies under MAP regulation 2018.

What is the role of IBEDC under the MAP scheme?

IBEDC is responsible for meeting its metering gap as specified by NERC. it is also responsible for the timely disbursement of meters to customers and coordination of meter deployment within its franchise area.

When will IBEDC MAP commence?

MAP is expected to kick off in July 2019

All MAP personnel shall always be equipped with branded uniforms and a photo identity card whilst providing metering services.

How much does IBEDC Prepaid meter cost?

For upfront payment; the cost of a single-phase IBEDC prepaid meter is N38,325, while a three-phase meter is N70,350 (cost is inclusive of VAT).

For Payment in Installments: the cost of the meter will be higher than the advertised cost based on terms and condition attached to the chosen repayment option.

Does the meter cost cover the cost of service lines?

No, it is the customer’s responsibility to pay for service line where required.

What type of meters is IBEDC providing under the MAP scheme?

All meters deployed under the MAP scheme are prepaid meters.

What type of meters would be replaced under the MAP Scheme?

1. All meters that are obsolete, partially burnt or faulty.
2. All non- Maximum Demand (NMD) electro-mechanical Meters,
3. All Meters with date of Manufacture of more than 10 years
4. All customers with a post-paid meter that has exceeded the 10 years technical life.

How long will it take for customers to be Metered?

Customers are to be metered within 10 working days of receipt of payment.

Where can i pay for a IBEDC prepaid meter?

Customers can only pay into a bank account upon successful evaluation of the premises for suitable meter deployment.

What if i don’t want an IBEDC Prepaid Meter?

MAP regulation stipulates that all unmetered customers must be metered under the MAP scheme.

How can i pay for meter?

Payment can only be made upon clearance and successful issuance of a unique ID code from IBEDC. Afterwards, payment can then be made into a MAP dedicated bank account.
Note:
a) Payment cannot be made without a unique ID.
b) Payment must ONLY be made into a MAP dedicated bank account.

What is the Metering Service Charge (MSC)?

This applies to customers paying for the cost of the meters in installments. It is a monthly payment of the metering services cost over the period agreed with the MAP. This monthly payment will continue until full amortization of the meter cost.

What is amortization period?

This is the total length of time it will take the customer to repay the metering cost and meter deployment.

Is MSC uniform over amortization period?

Yes, but it is likely to increase over CBN indices.

What happens where customers defaults in payment of MSC?

The customer will be issued a warning notice within the first month when the MSC fall into arrears. If after the third month the customer still fails to vend, he will be issued a disconnection notice in compliance with provisions of the Connection and Disconnection Procedure for Electricity Services (2017). The MAP shall be entitled to remove its meter.

Will i have to pay any additional charge other than the MSC?

No. There are no other processing fees or hidden charges. All forms are FREE.

I want a Prepaid Meter, What should i do?

Can i approach the MAP directly?

1. No. All customer meter request must be routed through IBEDC directly.
2. Any meter procurement and deployment by customers outside IBEDC are legal.

My meter has just been installed by MAP, what is the next step?

The meter is preloaded with energy credit, so you will enjoy supply immediately.
1. Single Phase – 100 units
2. Three Phase – 150 units
The cost is dependent on the applicable tariff (R1, R2, A1, C1, D1, Special)
Visit IBEDC nearest Business Hub with the meter information given to you during the meter installation for purchase of energy token/payment before the preloaded token is exhausted.
The preloaded energy credit will be deducted from customers’ first energy purchase.

Do i have to settle my outstanding bills?

Customers are advised to pay thier outstanding bills by taking advantage of the various repayment option available. Also, outstanding balances can be rolled over into customer’s prepaid account and paid in installment in line with IBEDC’s repayment options.

What happens to those customers that paid under the CAPMI scheme and have not been metered?

The backlog of meters with sufficient proof of payment under the CAPMI scheme are currently being addressed.

Under the MAP scheme, who owns the meter, the customer, the DISCO or the Meter Asset Provider?

Until the meter cost is fully amortized through payment of a Metering Service Charge, legal owner of the meter is the MAP.

Is a customers permitted to transfer a meter from one location to another?

No. NERC position under the MAP Regulation is that where a customer relocates within the DISCO’s franchise area, the customer shall apply to the nearest relevant DISCO for the transfer of services including applicable credits for energy. However, customers are advised to have their meters paid for by the homeowner since the objective of MAP is to have all properties metered.

If my meter is damaged or malfunctions while I am still paying the Metering Service Charge (MSC), who bears the cost of repair or replacement?

1. The meter will be accessed to determine the cause of the damage or malfunction. If the cause of the damage or malfunction is attributed to the operational activities of the customer, the cost of the repair will be borne by the customer.
2. If damage or malfunctions is due to a manufacturer defect, the cost of repair or replacement is borne by the Meter Asset Provider

How long does it take to repair or replace a faulty prepaid meter?

This will be done within two working days of the customer notifying IBEDC through our care centres.

What happens where meter is not replaced within the stipulated time-frame?

Where a MAP fails to repair or replace a meter within two(2) working days of a report by the customer or IBEDC, the customer shall not be liable for the payment of MSC for that billing period, unless such delays were as a result of inaccessibility to the customer’s premises.
